摘要
实现共同富裕是社会主义的本质决定的,而要在2020年全面建成小康社会,"十三五"最紧迫的问题就是解决我国当前比较严重的贫富差距问题。论文根据十八届五中全会所提出的坚持共享发展的理念,结合当前在共享发展中存在的问题,对如何更好地坚持共享发展做出了一些思考和探讨:优化财政体制,促进合理分配;发展中小企业,促进协调发展;重视第三次分配,弥补两次分配的不足,目的在于在坚持共享发展的理念下作出有效的制度安排。
Realizing common prosperity is the nature of socialism, and to build a well-off society in 2020, the most urgent problem of '13th Five-Year' is to solve the serious problem of gap between rich and poor in China. According to the concept of adhering shared development proposed in the Fifth Plenary Session of the 18 th CPC Central Committee, combining with the problem existing in current sharing development,this paper made some thinking and discussion on how to better adhere to share development: optimizing the financial system to promote the rational distribution; developing small and medium-sized enterprises to promote the coordinated development; paying attention to the third distribution to make up the deficiency of the two distributions. The purpose is to make effective institutional arrangements under sharing development philosophy.
