为实现社区工作者积极有效参与社会治理,应进一步提升社区工作者的胜任力,以转变政府职能、优化上海超大型城市基层治理为目标,按照职业化、专业化、规范化要求,建立由精挑细选的选拔录用制度、层次多维的培养培训制度、动态客观的管理考核制度、公平高效的薪酬结构制度、公开透明的晋升退出制度等一系列配套制度,从而促进上海社区工作者队伍与社会治理创新相互协调,共同发展。
