摘要
中国民航业规制改革经历了四个阶段:严格规制(1949—1979年),放松规制—引入竞争(1980—1994年),再规制(1995—2001年),再放松规制(2002年至今)。以1995—2015年中国民航业规制改革阶段为研究对象,构建中国民航业综合竞争力评价指标体系,运用1995—2015年间的时间序列数据,使用熵值法算出综合竞争力,其结果是民航业综合竞争力正逐步提高。将民航业规制改革作为解释变量进行量化,使用半对数回归模型,考察民航业规制改革对民航业综合竞争力的影响,得出的结论是民航业规制改革是民航业综合竞争力提高的因素之一,但并非主要因素,规制改革的效果并没有充分发挥,继续进行规制改革应是中国民航业今后发展的主攻方向。
China＇s civil aviation industry has experienced four stages： strict regulation （1949-1979） , dereg-ulation and introduction of competition （1980-1994）, regulation （1995-2001）, and further deregulation （2002 to present）. This paper, focusing on China？s civil aviation regulatory reform from 1995 to 2015, constructed the evaluation index system of the comprehensive competitiveness of China？s civil aviation in-dustry. The sequential data from 1995 to 2015 were used to calculate the comprehensive competitiveness with the entropy method. The result shows that China ？s civil aviation industry comprehensive competi-tiveness was gradually improved. The civil aviation industry regulation reform was quantified as an explan-atory variable and the semi-logarithmic regression model was used to examine the influence of civil aviation industry regulation on the comprehensive competitiveness of civil aviation industry. It is concluded that the reform of civil aviation industry was one of the factors that improved the comprehensive competitiveness of civil aviation industry, but it was not the major one, and that the effect of regulatory reform was not fully displayed, so regulatory reform should be the future direction of China＇s civil aviation industry develop-ment.
