摘要
通过实地调研和访谈、对比分析等研究方法,分析大型体育场馆免费低收费开放财政补助政策。研究认为,政策虽然取得了一定成效,但程序制定部门化、理论研究不足、"经济人"和功利观念、体制制约、资源匮乏等错综复杂的因素导致了政策及其执行中存在诸多问题。针对政策主客体、体制机制环境与利益相关者等存在的困境与实际,提出推进政策法律地位确立、加强理论研究、更新观念、加快体制改革、完善配套政策、强化政策执行标准、完善政策监督和评价体系等政策优化建议,促进政策有步骤地修正和完善。
By field investigation and interviews, comparative analysis and other research methods, the author analyzed the policy of opening the financial subsidy to large stadiums. The conclusions mainly include that although the policy has a- chieved some results, complicated factors lead to many problems in the policy and it＇ s implementation, such as the policy making process carried out within the system, lack of theoretical research, the influence of ＂economic man＂ and the utili- tarian concept, institutional constraints, scarcity of resources and so on. In the light of the difficulties and reality of the poli- cy subject and object, the institutional environment and the stakeholders, the proposals for policy implementation are as fol- lows ： to promote the establishment of the legal status of the policy, to strengthen theoretical research, to renew the concept, to accelerate the reform of the system, to perfect supporting policies, to strengthen policy implementation standards, to im- prove the policy supervision and evaluation system etc. in order to promote policies to be amended and improved step by step.
