摘要
10多年来,西部在大开发等中致力于生态建设和以市场为导向,建成10万km2以上的经果林区,生态效益和经济效益及社会效益已初显成效,并成为次生资源。以经果林区形成的生态环境优势资源进一步开发与利用:贯彻落实政策、大力培育农产品生产与加工企业等,在经果林区内2/5-3/5面积(相当于净增1万km2以上的耕地)再建A(耐阴性经济植物种植、食-药菌栽培、牧放式养殖等)生产基地及将其产业化,能实现年经济效益百亿元以上。为西部政治、经济、社会等协调发展和改善三农工作探索新的途径。
