摘要
安徽与拉美农业互利合作有良好的合作背景、稳定的合作平台、坚实的合作基础。安徽与拉美国家有各自的农业优势和互补需求。安徽是全国著名的农业大省,农产品特色优势明显。安徽的涉农科研院所和农业研发企业较多,科研实力雄厚,研究成果丰厚。安徽对拉美农产品特别是高质量的农产品需求量较大。安徽农业走出去面临政治、经济、法律、文化、语言等多层面的问题,如政治和政策问题、资金问题、本土化问题、人才问题等。政府需要在宏观政治指导、融资、投资立法、信用担保、贴息等方面加大支持力度。企业和科研院要在相关信息整理、应付本土化挑战、产学研结合、抱团合作、资产投入、平台建设等方面加强研究和探索。
The mutual beneficial cooperation between Anhui Province and Latin America in agriculture has good background, stable platform and solid foundation. Both have their own agricultural advantages and complementary demands. Anhui is one of the most famous agricultural provinces in China and has obvious advantages in agricultural products with special characteristics. Besides, there are many agricultural scientific research institutions and agricultural R＆D enterprises in the province, having strong scientific research strength and achieving abundant research results. Now, Anhui is in great demand for Latin American agricultural products, especially those of high quality, but the going out of Anhui agriculture are faced with a few difficulties, such as the problems with politics, policies, capital, localization, talents and so on. So government needs to strengthen its support in macro political guidance, financing, investment legislation, credit guarantee, interest subsidy and other aspects. Agricultural enterprises and scientific research institutions need to reinforce their efforts to study and explore the trimming of relevant information, handling the challenge of localization, industry-university-research combination, huddle and cooperation, capital input, platform construction and so on.
