摘要
目的:为进一步加强天津市卫生计生综合监督体系建设,加快规范化建设进程。方法:通过对天津市卫生计生综合监督机构进行专题问卷调研和个人访谈,掌握各监督机构现状、人员与房屋配置、执法能力等情况,分析存在的问题,深入剖析面临的困难,提出相应对策与建议。结果:天津市卫生监督员共630人,市级106人,区级524人。天津市常住人口为1 516.81万,平均每万人口拥有卫生监督员约0.42名。天津市监督相对人共有18 640家,平均每名卫生监督员需监督29.6家。全市全年监督29 128户次,平均每名卫生监督员监督46.2户次/年。结论:要抓住当前行政体制改革的机遇,全面整合卫生计生综合监督行政执法资源,加大综合监督行政执法能力建设力度,优化结构,健全网络,进一步提升卫生计生事中事后监管水平。
Objective：In order to further strengthen the construction of health and family planning comprehen- sive supervision system in Tianjin city and to accelerate the process of standardized construction. Methods：Through the questionnaire survey and personal interviews of health and family planning comprehensive supervision institutes in Tianjin, to understand the current situation, staffing, housing allocation, law enforcement supervision ability, to analyze the existing problems and further difficulties, and put forward the corresponding countermeasures and sug- gestions. Results： There are 630 health supervisors in Tianjin, 106 in municipal institute, 524 in district institutes. Tianjin permanent population is 15. 1681 million, the average health supervisors per million people is about 0.42. Tianjin health surveillance object has a total of 18 640, that is, every health supervisor should supervise 29.6 sur- veillance abjects. Conclusion： Seize the opportunity of the current administrative system reform, fully integrate fam- ily planning comprehensive health supervision and administrative law enforcement resources, intensify the building of comprehensive supervision and administrative law enforcement capacity, optimize the structure, improve the net- work, further enhance the level of health supervision.
