摘要
中国经济社会的转型促使环境治理模式转型的发生,环境治理模式正由传统的国策机制下的"一元治理"模式转型为生态文明下的"多元协同治理"模式。环境治理模式的转型必然影响到环境立法,随着生态文明的推进和环境保护力度的加大,环境立法即将进入新的活跃期。明确环境立法的演进将有助于环境法律体系的建构与环境法治的完善。
With China＇ s political economic and social reforms, environmental governance is in transition. The transition of environmental governance mode has been transferring from the ＂unitary governance＂ under traditional national policy mech- anism to the ＂multiple cooperative governance＂ under ecological civilization. Such transition has an inevitable impact on environmental legislation. With the promotion of ecological civilization, the environment protection has been strengthened, and environmental legislation will be in a new status. To clarify the progressing of environmental legislation will contribute to the construction of environmental law system and perfect the environmental governance.
