Introduction and development process of the engineering supervision system, establishment of the legal system for supervisors,evolution of the safety responsibilities of supervisors, understanding and awareness of the safety responsibilities of supervisors in the new and old construction systems, and the safety responsibilities of supervisors in current legal system were described to analyze and discuss the importance of supervisors in engineering management, the occupational responsibilities of supervisors for safety management, and the significance of engineering quality management and safety management, thus ensuring the safety of the project.
