摘要
军民融合式高等教育是推动一流大学建设与强军目标实现相统一的重要路径。我国军民融合式高等教育历经萌发探索、迅速发展和调整规范等三个阶段;其现存问题表现为国防生综合素质欠佳、政策法规有待完善、组织管理机构不够健全、人才培养系统尚不完善。健全政策法规体系、完善顶层设计和基层组织管理职能、构筑一体化人才培养系统,是促进军民融合式高等教育深度发展的必要举措。
The combination of military and civilian higher education is an important way to promote the construction of first-class universities and to achieve the goal of strengthening the armed forces. The integration of military and civilian higher education in China has gone through three stages： germination period,development period and normative period. The existing problems are characterized by poor comprehensive quality of national defense students,imperfect policies and regulations,inadequate organization and management system,and imperfect personnel training system. We should improve the policy and law-regulation system and improve the top-level design and management functions of primary-level organizations,and build integrated talent training system,it is a necessary measure to promote the development of military and civilian integrated higher education.
