摘要
2016年7月19日,井陉县小作镇等地突发强降水,小作河水位迅速升高2m,造成了极其严重的山洪灾害。通过实地调研,对降水情况、洪水情况进行综合分析,认为造成本次山洪灾害的主要原因有两个方面,极端气象条件造成的短历时、高强度的降雨是形成洪水的自然因素;预警条件差、河道行洪能力低是造成本次山洪灾害的另一因素。最后,针对灾害原因,简要提出了山洪预警及灾害防治的方式方法,为防洪减灾工作提供参考。
On July 19, 2016, heavy rainfall occurred in Xiaozuo town etc. in Jingxing, which leaded water level went up two meters in Xiaozuo River immediately that gave rise to a serious mountain torrents disaster. By analyzing precipitation,flood and field investigation in this paper, summarized two main reasons for the disaster. Extreme climatic event causing short-duration heavy rain is the physical factor; imperfect per-warning system and lower flood discharge capacity are another kind. At last, this paper gives out some disaster prevention methods to provide references for flood control and disaster mitigation.
