摘要
京津冀协同发展战略为突破行政区划限制,在更广泛区域内构建跨行政区划的城市体系搭建了平台.由于河北省行政区划南北狭长,因此在强化冀北地区与京津整合发展的同时,也需要探索冀中南与鲁西北协同发展的对策,使石家庄与济南得以高效互动.冀鲁协同发展的关键区域为"德州市+沧州市+衡水市",德州市是冀鲁边界线上的城市,在"沧州市+衡水市"与济南市之间建立联系的过程中扮演着重要角色.冀鲁协同发展过程中,要尽快构建起"德州市—沧州市"城市链和"德州市—衡水市"城市链,在加强地级市中心地间联系的同时,也要理顺县级行政单元内乡镇中心地间的关系,在县级行政单元内构建次级城镇团,通过"分片+分步"的方式有秩序地推进城镇化.
Beijing--Tianjin--Hebei coordinated development strategy breaks through the administrative di- vision limit, and building up the platform for constructing urban system across administrative divisions in a wider area. Because the administrative area of Hebei province is long in north--south direction and nar- row in east--west direction, while strengthening the coordinated standard in northern part of Hebei prov- ince with Beijing--Tianjin, and southern part of Hebei province must explore the policies to coordinate with north--west part of shandong province at the same time, making it possible that the efficient interac- tion between Shijiazhuang and Jinan can be realized. The key area for coordinated development between Hebei province and Sahndong province is ＂ Dezhou city ＋Cangzhou city＋ Hengshui city＂, Dezhou city is on the border of Ji--Lu, which will play the important role in the process of establishing a link between ＂Dehou＋Hengshui＂ and Jinan. In thr process of Ji--Lu coordinated development, The ＂Dezhou--Cangzhou＂ city chain and ＂ Dezhou--Hengshui＂ city chain must be built up as soon as possible, while strengthening the bonds between county--level centers, the relationship between town--level centers must also be strengthened, sub--city group should be constructed in county--grade administrative area, urbanization procession in this way can be speeded up in principle of ＂section by section ＋step by step＂.
