摘要
运用专家访谈、实地调研等研究方法,阐述政府购买公共体育服务监督机制的内涵与作用,分析上海、常州等政府购买公共体育服务监督现状与存在的问题。构建政府购买公共体育服务监督机制,有利于规范政府行为和权力,减少公共权力腐败风险,提高财政资金使用效率。针对监督法规不健全、监督主体单一、监督内容不清、监督手段落后等问题,提出服务监督法制化,扩大监督制度供给、监督主体多元化,构建合力监督机制、监督内容清晰化,构建过程监督机制、监督手段现代化,构建信息共享机制、绩效评估科学化,构建责任追究机制等建议。
With the research methods of expert interview and field investigation, the paper discusses the connotation and functions of supervision system of public sport service purchased by government and analyses the current situation and problems in Shanghai and Changzhou. The establishment of supervision system of publie sport service purchased by gov- ernment can regulate the power of the government, reduce the risk of corruption and improve the fund usage efficiency. The paper proposes to legalize the service supervision, increase the supervision system supply, establish multiple supervi- sion bodies, construct cooperative supervision system, clarify the supervision content, establish the process supervision, improve the supervision methods, establish the information sharing system, make scientific evaluation system and estab- lish accountability system.
