摘要
目的了解浙江省健康小屋的建设与使用现状,为健康小屋的规范化建设和维持运行提供建议。方法应用中国疾病预防控制中心开发的数据采集系统,对浙江省2007年9月1日至2015年6月15日建成并投入使用的健康小屋进行问卷调查,主要内容为健康小屋的基本情况、工作开展和管理维护等。每家健康小屋的负责人完成1份调查问卷,由县(市、区)疾病预防控制中心录入信息系统,采用SPSS 13.0软件对数据进行Kruskal-Wallis秩和检验、χ~2检验。结果浙江省共创建健康小屋835家,主要依托街道社区卫生服务中心(站)或社区卫生服务站(村卫生室)而建立,占81.1%;健康小屋平均占地面积为28.2 m^2,有独立空间的共481家(57.6%),有相对独立空间的共263家(31.5%);共覆盖常住人口约2 850万;每日开放的健康小屋有251家(30.1%),工作日对外开放的有326家(39.0%),每日平均开放时间为8.6 h;平均基础建设投资费用为12.63万元,2014年日常运转投入平均为4.15万元;均配备身高体重计、腰围尺、血压计等设备,另配血糖仪等1种或多种设备,健康小屋年平均使用次数为3 205人次/年;458家(54.9%)有信息管理系统,229家(27.4%)可实现区域内、外系统互联互通;796家(95.3%)的健康小屋工作人员对居民进行健康教育;765家(91.6%)对设备和仪器进行日常维护和校准。国家级示范区健康小屋在2014年日常运转投入费用、年平均使用次数、检测数据用于更新系统档案及仪器日常维护等部分管理服务情况方面优于省级示范区、非示范区健康小屋,差异均有统计学意义(P<0.05)。结论浙江省健康小屋建设已经具有一定规模,数量相对较多,设置较优;但存在运转经费欠缺、工作人员不足、检测数据欠缺管理和利用、运行维护不足等问题,应进一步探索适宜模式,使健康小屋长期、良好地运行和发展。
Objective To understand the status of the construction and use of health huts in Zhejiang province and to provide the suggestions for the standardized construction and maintenance of health huts. Methods The data collection system developed by China CDC was used to carry out a questionnaire survey on health huts built and used in Zhejiang province from September 1 of 2007 to June 15 of 2015. The main contents were the basic situation, management and maintenance of health huts. The chief of each health hut completed a questionnaire, which was input into information system by the county(municipal, district level) CDC.SPSS 13.0 software was used to perform the statistical analysis with Kruskal-Wallis rank sum test and χ^2 test. Results A total of 835 health huts were established in Zhejiang province, mainly relying on the community health service centers(stations) or township hospitals(village clinics), which accounted for 81.1%. The average area of health huts was 28.2 m^2, There were 481 health huts(57.6%) with independent space, and 263 health huts(31.5%) with relatively independent space; which served for28.5 million residents; 251(30.1%) health huts opened daily and 326(39.0%) health huts opened on working days; the average daily opening hours was 8.6 h; the average cost of infrastructure investment was 126 300 yuan, and the average operation investment in 2014 was 4 1500 yuan; each health hut had the height and weight meter, waist circumference rule,sphygmomanometer, blood glucose meter or other devices. The average used number for each health hut was 3 205 times/year; 458(54.9%) health huts had information management system, 229(27.4%) health huts could achieve regional and external system interconnection; 796(95.3%) health huts carried out the health education, 765(91.6%) health huts carried out routine maintenance and calibration for the equipment.
