基于熵值法与灰联接的省级环境绩效评价探索

摘要 此研究采用熵值法和灰关联相结合的分析方法,考察了2016年全国31个省份的环境绩效表现,试图为相关省份出台相应的环保对策提供参考。根据各省评估得分和统计结果,本研究将全国31个省分为三个等级:第一等级是北京、上海、天津、浙江、江苏、山东以及广东等经济发达省份;黑龙江、海南、安徽、贵州、福建等省处在第二等级;最后是山西、重庆、广西、湖南等省份。为确保省级环境绩效评估制度落到实处,要健全省级环境管理体系、环境法律法规以及地方政府环境绩效责任制,促使各省环境绩效评估工作有序进行。文章还建议,中央政府在全国强制性构建统一的环境绩效评价体系,完善环境绩效相关法律,不允许各省环境部门漏报、虚报环保数据,这样才能全面客观公正地评价各省环境状况。 This study uses Entropy and Gray join Combination to analyze environmental performance of 31 provinces in the country in 2016 and attempt to provide environmental decision-making reference for the relevant provinces. According to the provincial assessment scores and statistical results,31 provinces are divided into three levels. In the first level,there are provinces which have the higher environmental performance scores such as Beijing, Shanghai,Tianjin,Zhejiang, Jiangsu and Shandong;Heilongjiang,Hainan,Anhui and so on,with middle environmental performance scores are in the second level;At the bottom of the list are the provinces having the lower environmental performance scores,such as Shanxi,Chongqing and Guangxi. To ensure the effective implementation of the provincial environmental performance assessment system,it is necessary to improve the provincial environmental management systems,environmental laws and regulations as well as the responsibility system of local government environmental performance assessment methods, so as to prompt the provincial environmental performance evaluation work in an orderly manner. The article also suggests that the central government build a unified national mandatory environmental performance evaluation system and improve the environmental performance of the relevant law which does not allow the provincial environment department report the omissions or errors about environmental data,so as to fully objective and impartial evaluate the provincial environmental conditions.
