The model describes and tries to provide solutions to the difficulty that small enterprises have when they ask for financing help from the bank. It combines Newsvendor model and financial moral haz-ard, and researches how the bank should decide credit limit when it is unclear whether the borrower has moral hazard or not. The conclusion clarified that the bankas decisions and the retailer^s actions depend on the financial moral risk level on the whole market, and whether or not the retailer will jeopardize the bank through diverting the loan is affected by the implementing cost.
