摘要
我国土壤污染严重,管理不到位是其中一个重要原因。从管理的视角看,土壤污染治理中存在立法不完善,缺乏协调,缺少相关平台,土壤质量评价指标体系不健全等问题。"十三五"是土壤污染全面防治的重要时期,针对上述问题,土壤污染的防治需要加强管理,确保安全的土壤服务于人类的健康,具体地看,需要完善立法,加大治理预防的力度;加强协调,共同做好治理预防;建立平台,实现土壤污染数据的共享;完善指标,全方位预防治理。
Soil pollution is very serious in China,which is partly due to the ineffective management. From the perspective of management,problems in soil pollution control include incomplete legislation,a lack of coordination,an absence of relevant platforms and an unsound pollution index system. The＂Thirteenth Five＂is an important period for soil pollution control. Directing at the above problems,we should strengthen the management of soil pollution control so as to ensure the soil free of pollution serve for human health. To be specific,we should improve the legislation to intensify the prevention of soil pollution;we should reinforce the coordination to make joint efforts;we should establish a platform to share the soil pollution data;and we should improve the pollution index system to realize a soil pollution control in an all-round way.
