摘要
非营利组织参与社区老龄服务PPP模式,能够缓解社区老龄服务需求与政府服务能力不对等的矛盾。从角色性质、人员构成、参与方式三个方面,分析了非营利组织参与社区老龄服务PPP模式的定位。梳理了非营利组织的主要优势,包括人员素质高、服务费用低、服务范围广和带动全社会参与等。从融资困难、人才紧缺和信任危机等三个方面,探讨了制约非营利组织参与社区老龄服务的因素。提出了非营利组织有效参与社区老龄服务PPP模式的政策建议。
Nonprofit organizations participating in the community pension service PPP mode can alleviatethe contradiction between the demand for community pension service and the unequal ability of government service. First of all, the paper analyzes the position of nonprofit organizations to participate in community pension service PPP mode positioning from three aspects： the character nature, personnel composition, participation forms. Second, the paper sorts out the main advantages of nonprofit organizations, including the high quality of personnel, low service costs, wide range of services and the participation of the whole society. Then, the factors that restrict the participation of nonprofit organizations are discussed, namely financing difficulties, talent shortage tmd trust crisis. Finally, policy recommendations are made for nonprofit organizations to participate effectively in the PPP mode of community pension services.
