摘要
自2010年英国政府发布《教学的重要性》白皮书以来,"自我改进的学校系统"在英国迅速发展。该项改革依托学校之间的相互协作实现学校办学质量的提升,具体的形式是"国家教学学校"与"学院制学校信托"。对于此项改革,有研究者对其意义和改革路径进行了分析,提出构建"自我改进的学校系统"需要学校进行"专业发展、伙伴关系、合作资本"三个维度的能力建设。从改革的效果来看,虽然"自我改进的学校系统"部分地实现了提升学业成绩的目的,但其负作用与质疑仍然存在。
Since 2010 when the white paper named The Importance of Teaching was issued, there has been a rapid development of self-improving schools in England. This reform relies on inter-school collaborations to improve the quality of schooling, which is similar as the school alliances in China. The idea behind this reform can be traced back to the neo-liberalism in the 1980s, supported by the new policy of The Importance of Teaching and more specifically by National Teaching Schools and Multi-academy Trust. Some scholars have explored the significances and approaches of this reform and proposed the capacity building for this system in three dimensions, which are the professional development, partnership competence and collaborative capital. The outcomes of this reform has been described as double-folded, with some increases in students' academic achievements observed in some researches, associated with doubts and critics on its negative effects.
