摘要
生猪规模养殖污染控制目标的实现,需要规模养殖户和政府共同努力。本文以湖南省浏阳市生猪养殖第一乡——葛家乡为案例,在回顾葛家乡生猪规模养殖发展现状与污染控制概况的基础上,从政府与规模养殖户的视角分析葛家乡生猪规模养殖污染控制的主体行为,并对控制效果进行了评价,最后从完善监管机制、提高监管效率、实施综合决策、运用复合型控制手段等方面提出实施生猪规模养殖污染控制的几点启示,以期为我国生猪规模养殖污染控制政策的制定提供参考。
The realization of the goal of the pollution control of pig breeding scale requires the joint efforts of farmers and governments.Based on the review of the present situation and the pollution control of the scale of pig farming in Gejia Town, the first pig breeding town in Liuyang City, Hunan Province, selected as the case, this paper analyzes main body behavior of the pollution control in the scale pig breeding in Gejia Town from the perspective of government and scale farmers, and evaluates the control effect. Finally, this paper puts forward some suggestions on how to implement the control of pig breeding pollution in the aspects of perfecting the supervision mechanism, improving the efficiency of supervision, implementing the comprehensive decision and using the compound control means, so as to provide reference for the development of the pollution control policy of pig scale in China.
