摘要
易地扶贫搬迁(也称"移民搬迁")是我国开发式扶贫的重要组成部分。本文运用政策文本量化分析方法,对我国易地扶贫搬迁政策实施15年来的90余部国家政策文本进行编码分类,提取出财政与金融政策等七个政策维度,并在此基础上,将我国易地扶贫搬迁划分为试点探索、全面推进和脱贫攻坚三阶段,得出我国易地扶贫搬迁政策发展演变具有以下特征:搬迁基本原则由政府引导型到政府主导型演变;搬迁机制由整村搬迁到精准搬迁转变;各政策维度不断完善,初步形成了有中国特色的易地扶贫搬迁政策体系。
poverty alleviation by relocation( also known as 'resettlement ') is a special poverty alleviation policy which is implemented in poor areas which is an important part of China's development of poverty alleviation.This paper uses quantitative analysis method of policy text encoding to classify more than 90 national poverty alleviation by relocation policy text in China for 15 years,and extract seven policy dimensions,namely,the financial policy,project supervision,management system,mechanism innovation,the land policy,ecological construction and protection of people's livelihood. On this basis,China's poverty alleviation by relocation divided into pilot exploration stage( 2001 ~ 2010),comprehensively promotion stage( 2011~ 2014 Year) and poverty alleviation stage( since 2015).At last,this paper conclude that the evolution of the relocation of China's poverty alleviation policy has the following characteristics: the relocation of basic principles government; the relocation mechanism transform; each policy dimension continues to improve,and the policy system of poverty alleviation by relocation which has Chinese characteristics already forming initially.
