摘要
为有效解决水库移民工程中因某些基础数据不能被准确获取或量化而造成的评价指标和评价结果中存在的模糊性和不确定性问题,引入了正态云综合评价模型。从实施过程、经济效益、社会效益和生态效益4个方面建立了后评价体系,采用九朵云模型以及浮动云算法进行指标权重云的计算,对三峡库区后靠移民安置工程进行的分析表明,该模型确定权重值的方法使评价结果更加客观,具有较好的应用价值。
Because some basic data cannot be accurately acquired or quantitatively evaluated in the evaluation of reservoir resettlement, there are fuzziness and uncertainty problems in evaluation index and results. In order to solve these problems, normal cloud model comprehensive evaluation model is introduced. The evaluation system is established from four aspects of implementation process, economic benefit, social benefit and ecological benefit. Nine-cloud model and floating cloud algorithm are used to obtain the weight cloud of index. The analysis of resettlement project in Three Gorges Reservoir area shows that the method for determining the weight value in this model makes the evaluation result more objective and has better application value.
