摘要
老龄化及慢病化的人口形势迫切需要医养结合服务模式。然而,由于我国对医疗护理与养老服务、门诊与住院治疗之间的转接缺乏技术标准和评估机制,医保机构对医养结合服务机构提供的医疗服务合理性难以甄别和监管。为此,相关部门应尽快建立健全医养服务转接的技术标准和评估机制,完善医养结合服务信息系统,加强对违规行为的监督和处罚力度,为医养结合服务模式的健康有序发展提供良好的制度环境。
The model of combination of medical care and elderly care urgently needs to be developed for the situation of ageing and chronic diseases. However,due to the lack of technical standards and evaluation mechanisms for medical and elderly care,and transfer between outpatient and inpatient treatment,it is hard for medical insurance organizations to examine and supervise the medical services provided by organizations combined with medical care and elderly care. Therefore,the relevant departments should establish and improve the technical standard and evaluation mechanisms for medical care and elderly care transfer,improve the information systems for medical and elderly care and strengthen the supervision and punishment of illegal behavior,thereby creating good system environment for the healthy and orderly development of the model of combination of medical care and elderly care.
