摘要
市场经济社会中计划法的地位与作用受到某种程度的忽略,我国目前对于计划法的理论研究与实践相对较少。但事实上在现代社会中需要对计划法的定位给予全新的理解,计划与计划法不应削弱,而应当在新的环境下找到其应有的位置。我国应当尽快制定一部适应现实生活的计划法,这其中有许多问题值得研究,政府失灵是一个比较大的障碍。
In a consumer society in which market economy playsthe leading role, and the utilization and function of planning method hasbeen neglected to some extent. The theoretical research and prac-tice in planning method are relatively insufficient in China. But in fact, we should have different under-standing of the placement of planning method in modern society. Instead of being neglected, plan and planning method should be properly utilized in the new social and contextual circumstances. We should launch a planning method attuned to modern life as soon as possible, for which we have to study, and conduct extensive research. The Government's indifference is a serious barrier.
