摘要
电子档案不同于传统的纸质档案,其前身是电子文件。电子文件的本质是人们用肉眼无法直接看到和理解的比特流。比特流所承载的信息必须借助于计算机这个辅助工具才能准确、快速地存取、识别、阅读和理解。电子档案因其载体的特殊性,在保护技术上与纸质档案有很大的区别,比较而言,在保护技术上有更高的要求。
Electronic files, whose former form is electronic documents, are different from the traditional paper files. The essence of electronic documents is bps which can not be seen by human eyes. Information carried by bps can be exactly and quickly stored, recognized, read and understood only by means of electronic computers. According to the specialty of its medium, electronic files are quite different from paper files on protective technology. Hence, comparatively speaking, electronic files require more advanced technological protection.
