摘要
对我国环境污染的第三方治理政策的概况、现状和发展进行了系统论述,从公共政策和经济学的角度,与澳大利亚政府的环境治理政策,尤其是环境污染第三方治理政策进行了对比分析,提出了环境污染第三方治理在我国的发展建议。澳大利亚在发展经济的初期就意识到环境污染治理问题的严重性,适时加大环境保护力度,促使澳大利亚的经济发展与生态环境相互协调、同步互惠,并将环境污染第三方治理纳入国家战略、建立全民参与的环境保护机制、坚持依法依规治理环境、实现经济建设和社会发展的优势生态,是值得我国学习和借鉴的环境污染治理理念和举措。
This article gives a comparative analysis of environmental management policy and general situation of China and Australia,especially in third party environmental management policy from the perspective of economics,and gives several suggestions of the third party environment management development.Australia was aware of the importance of environment pollution crisis in the early period of economic development,while developing the economy,Australian government increased the input of environment protection in time in order to gain mutual benefits of economic development and environment management.Australia brings the third party environment management into national strategy and builds a national participation system of environment protection.The government upholds the law to manage the environment policies,achieve the goal of ecological development with economic and social development.These strategies are worth learning to improve China’s policies in environment management.
