摘要
以上海市澳门路660弄事件为例,解析我国城市规划管理冲突中各利益方之间的矛盾,指出目前冲突管理的缺陷以及形成原因。在市场经济不断深化与公民法治意识不断提高的社会背景下,提出从改变执政者管理思想,完善法律制度,提升规划冲突管理机制,以及建立信息共享平台四个方面改善管理机制,使得城市规划冲突管理走向更加全面化发展。
Taking the incident happened in Macao District of Shang Hai as an example, try to analyze the contradiction among stakeholders in the conflict of our urban planning administration, more importantly than all of that, we should lay our finger on imperfections of conflict management and their cause of formation at present. Under the social background of unceasingly deepen market economy and with rising for the people＇s consciousness of the rule of the law, the author proposes to change dominant statesmen＇s management thought, consummate the administrative law, bring forward enhancement mechanism of planning conflict management and set up the center of information sharing. By all of these four methods, they will improve the system of management and make the conflict management of urban planning develop more and more comprehensive.
