摘要
基于京津冀13个城市的面板数据,利用空间自回归模型和空间自相关模型考察了环境规制对北京市产业升级的影响。结果显示:环境规制对北京市产业升级的总效应强于直接效应,说明产业升级存在空间溢出效应,空间距离越近,溢出效应越强,对周围城市的影响越明显;环境规制对产业升级的直接作用为抑制,这可能是由于其规制水平处于可有效促进产业升级的临界点之前;技术创新和环境规制的共同作用对产业升级的影响为促进,说明增强环境规制可激励企业通过技术创新降低生产成本,实现产业升级。
By using the panel - data of Jingjinji＇ s 13 cities from 2001 to 2013, this essay surveys the influences of en- hancing environmental regulation on the Beijing industrial upgra- ding, while using the Spatial Autoregressive Correlation and Spa- tial Autoregressive Regression Model. The results show that the effect of environmental regulation on the industrial upgrading of Beijing is stronger than that of direct effect, indicating that there is spatial spillover effect in industrial upgrading. The closer the spatial distance is, the stronger the spillover effect is, and the more obvious the influence on the surrounding cities. There is a direct effect of the reverse inhibition of environmental regulation on industrial upgrading, and strengthening environmental regula- tion can be effective in promoting industrial upgrading in Bei- jing. Technological innovation and environmental regulation can both promote industrial upgrading of Beijing, indicating that strengthening environmental regulations can encourage enterpri- ses to reduce production costs and to achieve industrial upgra-ding.
