摘要
[目的/意义]情报预警与响应体系构建是做好反恐工作的第一要务。打击暴力恐怖活动是维护中国国家安全与社会政治稳定的重中之重。中国建立反恐情报预警与响应体系是践行总体国家安全观的必然要求,具备充分的法律依据,符合科学的组织领导模式。[方法/过程]以美国、俄罗斯、哈萨克斯坦反恐情报预警体系域外考察为借鉴,根据恐怖主义犯罪活动情报信息综合分析、研判的结果,结合国内外反恐怖斗争形势特点,以及影响社会安全稳定的风险因素等,综合评定预警与响应等级。[结果/结论]中国反恐情报预警与响应体系构建包括:预警机制构建、预警响应等级建立与发布、预警响应措施、预警响应应用。
[Purpose/Significance]Building an intelligence pre-warning and response system is a top priority for counter-terrorism ef- forts. Combating violent and terrorist activities is a priority among priorities in safeguarding China＇s national security and social and politi- cal stability. As the inevitable requirement of the overall national security concept practice, setting up China＇s counter-terrorism intelli- gence early warning and response system has sufficient legal basis, and conforms to the scientific model of organizational leadership. [ Method/Process] Referring to the extraterritorial investigation of the counter-terrorism intelligence early warning system of the United States, Russia, and Kazakhstan, based on the results of a comprehensive analysis of the terrorism crime intelligence information, combi- ning with the characteristics of anti-terrorism combat situation at home and abroad, as well as the risk factors affecting the social security and stability and so on, comprehensive evaluation of early warning and response level is suggested. [ Results/Conclusion ] The counter- terrorism intelligence early warning and response system to be built in China should take into consideration of the following ： early warning mechanism establishment, early warning response level setting and release, and early warning and response measures and application.
