摘要
为了全面贯彻执行习近平总书记生态文明建设的重要战略思想,作者对生态文明建设的理论和实践进行了认真地研究与探索,发现并界定了具有高效捕碳能力和较强吸污作用的"速生碳汇草";首次提出了碳循环系列理论;主张综合开发利用大气碳资源,制造碳产品,形成碳产业,发展"新气候经济";创建"零碳"发展模式,驾驭高碳,将一切物质合理的循环利用,调节资源消耗与资源补偿的平衡,实现生态效益、环境效益、社会效益与经济效益的共赢;对减缓全球气候变暖,修复生态系统,促进生态文明建设,实现人类可持续生存与发展具有重大的意义。
To comprehensively implement the strategic policy of Chairman Xi jinping on ecological civilization construction, the theories and practice are analyzed in this paper. Fast-growing grass, which is found under this context and defined in this paper, is strong in carbon-sequestration capability and in pollution uptake. What's more, a series of carbon-recycled theories are first introduced in this paper so as to comprehensively exploit atmospheric carbon resources by encouraging carbon industry to make carbon product, thereby developing a new climate economy. The high percentage of atmospheric carbon will be processed in this "zero-carbon" development mode that is advocated to make the most of resources in an efficient manner. It will bridge the gap of resource consumption and resource compensation, realizing a win-win result for ecological benefits and environmental benefits, social benefits and economical benefits. This development mode will play a major role in mitigating global warming, recovering ecosystem, promoting ecological civilization and human sustainable development.
