摘要
利用1988~2013年的时间序列数据,针对国际环境援助对中国的二氧化碳排放的影响,构建了联立方程组模型,进行了实证研究。结果表明:国际环境援助影响我国碳排放的效应可以分为规模效应、结构效应、技术效应三类。国际环境援助对二氧化碳排放发生影响的规模效应为负,并且效应规模较大;影响二氧化碳排放的结构效应为负效应,对二氧化碳排放的技术效应为正效应。可以看出:虽然国际环境援助给我国带来了先进的技术,使我国经济结构逐渐向低碳型,但是其影响作用还十分有限;应妥善利用国际环境援助资金,制定相应的政策措施,强化正环境效应,减少负环境效应。
Based on the time series data of 1988-2013, we made an empirical study on effect of international environ- mental assistanceto China's carbon dioxide emissions and constructed simultaneous equations model. The results showed thatthe effects of environmental assistance on carbon emissions are divided into three categories: scale effect, structure effect and technology effect. The scale effect of international environmental assistance on carbon dioxide e- missions is negative, while the scale effect is larger. The structural effect of carbon dioxide emissions is negative, while the technical effect of carbon dioxide emissions is positive. From that, it can be seen that although the entry of international environmental assistance has brought advanced technology to our country and made our country econom- ic structure transform towards a cleaner structure,its impact is still very limited. We should make good use of interna- tional environmental assistance funds to solve this problem, such asformulating relevant policies,strengthening posi- tive environmental effects, reducing negative environmental effects and making better use of international environ- mental assistance.
