摘要
宗与谿卡是西藏噶厦地方政府中出现较早,持续时间最长、职能最多的基层行政组织,也是推动其下属各基层机构正常运作的重要保证。西藏历史上,以宗、谿为基础形成的这套组织制度在其发展进程中扮演了重要的角色。本文通过梳理宗谿制度的形成及历史沿革,综合各类文献史料,对民国时期西藏的宗谿及其宗本、谿堆的任命、品级、主要职责,以及宗谿内主要管理人员的构成等内涵分析阐述之。
Zong (a distinctive style of fortress) and Shiga (estates) are the grass -roots level adminis- trative organizations that had early appearance, the longest existence and the most functions within the Ti- bet's political system. As the cornerstone of the entire administrative system, it played an important role in the political and historical development in Tibet. By untangling the complex historical formation of Zong and Shiga based on the application of a variety of historical resources, this article aims to analyze and articulate Zong and Shiga's sphere of responsibilities and how they functioned as a political body at the time of the Chinese Republic.
