摘要
在经济新常态下,我国经济由投资要素驱动转向创新驱动,以新技术、新产业、新模式、新业态等"四新经济"为代表的服务贸易产业蓬勃发展。为海关找准支持扩大开放国家战略、拓展发展空间的着力点,在推进外贸转型升级、培育经济新动能中更好地发挥职能作用,本文对服务贸易的内涵外延以及海关在国际服务贸易中的基本职能作用进行了深入理论研究,提出了"服务贸易"内涵外延是开放式的、国际规则竞争谈判下产物的观点。同时,在对我国发展服务贸易的主要政策梳理基础上,结合上海自贸试验区的改革发展实践,对自贸区建设的重大意义、其与服务业扩大开放的内在逻辑、自贸区服务贸易发展现状和不足进行了分析,提出了以自贸区为依托,优化海关职能作用促进服务贸易发展战略的基本思路和措施建议,即坚持"需求导向"与"战略导向"双重原则,实施"项目+制度+政策"的海关制度政策供给创新模式,以及促进服务贸易通关便利化、促进服务贸易扩大规模优化结构、促进服务贸易提升发展能级的三方面具体建议。
In the new normal, the driving force of our economy is shifted from investment factors to innovation, with booming trade in service represented by four types of new economy including new technology, new industry, new mode of trade and new form of trade. Thus it is necessary to find an act-ing point for customs in supporting the national strategy of expanding reform and opening up so that the customs functions can be given a better role in promoting the transformation and upgrading of foreign trade and hatching the new impetus of economic development. This paper delves into the intension and extension of the trade in service and the basic roles of the customs administration in promoting trade in service, arguing that its intension and extension is open and is in fact a product from the negotiation of international rules. In addition, based on a review of basic policies on trade in service, and the experi-ence and practices of Shanghai FTZ, the paper looks into the significance of the establishment of FTZ and its relation with the development of service industry as well as the status quo and shortcomings of trade in service occurring in the FTZ in respect of facilitation of trade in service, improvement of the scale of economy and the upgrading of trade in service, and then proposes advice and thoughts on how to promote trade in service by improving customs functions in light of the principles of “ need- oriented” and “ strategy- oriented” and the new model of policy supplying namely “ program ＋ institution ＋ policy” .
