摘要
高校教师聘任制实施30年来,在优化用人机制、激发教师的学术生产力、推进学科建设等方面发挥了重大作用,但受制于社会宏观制度体系和高等教育内部治理机制等多重因素的影响,教师聘任制在地方高校的实际推行中陷入了困境。究其原因,这既和制度自身的缺陷有关,也与制度的深层结构、制度的自我强化机制及权力结构失衡密不可分。深化教师聘任制改革迫切需要重构地方高校的权力结构、建立教师晋升的第三方评价机制、实施教师的分类管理和评价,加强配套制度建设。
In the last 30 years,the implementation of the faculty employment system has played an important role in optimizing the em-ployment mechanism,stimulating the academic productivity of teachers and promoting the construction of disciplines in universities. Meanwhile,the faculty employment system has fallen into the predicament due to the influencing factors, such as the social macro system and the internal governance mechanism of higher education, etc. The reasons are related to the defects existing in the system, even more to the deep structure of the system, the self-strengthening mechanism and the imbalance of power structure of the system. In order to deepen the reform of faculty employment system, it is necessary to reconstruct the power structure in local universities, establish a " third party" evaluation mechanism for faculty promotion,carry out the classification management and evaluation system, and strengthen the supporting system construction.
