摘要
9.11事件的爆发深刻改变了新加坡国家的海上安全观。海上恐怖主义威胁的现实可能性及其因应之道成为新加坡国家安全规划的一个重要关切。基于对本国海上安全脆弱性、海上恐怖主义威胁现实性以及巨大破坏性的认知,再考虑到国际海事安全体制与环境存在种种漏洞的现实,新加坡依据"一体多层"的防御原则,通过国内制度重构和整合,双边或多边范畴地区性与全球性海上安全合作机制的主导建设或参与,打造了一个剑指海上恐怖主义的海上安全防御体系。新加坡的海上安全建设在改善其海上安全境遇方面取得一定成效的同时,也面临着重重挑战,考验着新加坡与利益相关方海上安全治理的智慧。
the 9/11 attack changed the concept of Singapore maritime security, the maritime terrorism threat reality and its address has become a major concern in Singapore national security planning. Considering its maritime security vulnerability and threat reality and truculency, basing the comprehensive defense strategy, Singa- pore building one integrated and multi - layered maritime security defense system through the domestic institu- tional reconstruction and integration, and the building of bilateral or multilateral category regional, global maritime security cooperation mechanism. The Singapore＇ s construction of maritime security has made great achieve- ments in improving the security situation of Singapore. However, In advance , there are corresponding challenges testing the international community＇s maritime security management wisdom.
