摘要
传统工业园区带来经济繁荣的同时也出现了严重的环境问题,未来园区走低碳发展的道路成为必然选择,能够促进发展模式的转变,降低对城市环境的消极影响,并且促进了产业链的整合延伸与产业升级。传统的工业园区企业间缺乏能源梯度利用、生态建设滞后、环保投入不足、基础设施建设不足、环境监管不到位,因此建立绿色低碳工业平台、编制低碳转型建设总体规划、加强低碳项目和资金管理以及建立和完善地方节能减排的制约机制成为园区低碳转型的重要途径。
Traditional industrial parks bring economic prosperity, but also bring a serious environmental problems, the park take the path of low-carbon development as an inevitable choice in the future, the path could promote the development model changes, reduce the negative impact on the urban environment, and promote the integration of the industrial chain extension and industrial upgrading. The traditional industrial park has some problems, such as the lack of energy gradient, the lack of ecological construction, the lack of environmental protection, the lack of infrastructure construction and the lack of environmental supervision. Therefore, the establishment of green low-carbon industrial platform, the preparation of low- carbon transformation of the overall planning, capital management and the establishment and improvement of local energy-saving emission reduction mechanism would become important ways of low-carbon transformation of the park.
