摘要
本文分析和归纳了当前金融扶贫的现状,通过选择机制建设、金融服务满足情况、存贷款基本情况、扶贫开发各类贷款、扶贫开发其他金融服务、扶贫开发各项贷款风险和效益管理、外部条件影响等涵盖8个方面的15个定性指标和18个定量指标,综合构建金融扶贫评估指标体系,提出建立和完善金融扶贫工作机制、提升效益和风险管理水平和营造良好金融生态环境等政策建议。
The paper analyzes and summarizes the current status of financial poverty alleviation. On the basis of 15 qualitative in-dicators and 18 quantitative indicators covering eight aspects including the construction of selective criterion, the satisfactory condition of financial services, the basic status of deposits and loans, the availability of poverty alleviation loans, the availability of other finan-cial poverty alleviation services, the loan risk and efficiency management during the process of poverty alleviation as well as external conditions, the paper puts forward some feasible suggestions on constructing the evaluation index system of financial poverty allevia-tion, establishing and perfecting the system of financial poverty alleviation, improving the level of efficiency and risk management and creating a sustainable financial ecological environment.
