摘要
围绕全球化问题的治理产生了全球治理议题。民族国家的合作共治是全球治理的核心机制。然而,全球治理与民族国家治理存在着根本性张力,导致全球合作共治机制面临着民主赤字问题,危及全球合作共治的合法性和有效性。在选举民主机制的基础上引入协商民主机制是调节全球治理民主赤字的可行选择。未来需要通过制度设计和机制供给实现选举民主与协商民主的有机结合,提高全球治理的民主性和有效性。
Global problems＇ governance bring forth the global governance issues. The core mechanism of global governance is collaborative governance among national states. However, there is a fundamental tension between global governance and national state governance, which leading to the democratic deficit and weakening legitimacy and effectiveness of global governance. The application of deliberative democracy on the .basis of electoral democracy is a feasible alternative.To improve the legitimacy and effectiveness of global governance, it is necessary to combine electoral democracy and deliberative democracy through institutional design and mechanism supply.
