眼下，防汛抗洪正处在关键阶段和重要关口。
今年入汛以来，强降雨防御卓有成效，有力保障了人民群众生命财产安全、重要工程设施安全和城乡供水安全。但是，防汛这场硬仗容不得半分松懈。6月下旬开始，我国南北方多地即遭遇强降雨过程，江西、湖南等地局部洪涝灾害严重，长江中游干流部分江段及洞庭湖、都阳湖水位陆续超过警戒水位并持续上涨……
The current mountain flood prevention system in China has played a remarkable role in disaster reduction. However, it still needs to improve under the influence of climate change and frequent happening of human induced disasters. Based on summary of current technical system for mountain flood disaster prevention, discussions are made on the intension and extension of dualistic theory of ＂nature-society＂ from the respects of ＂using disaster as a driving force＂, preventive measure, disaster formation process and service function. At the same time, mitigation measures for hazard prevention have been raised from risk management, early-warning system, planning of control measures, layout and engineering measures, so as to lay a theoretical base for response to frequent happening of mountain flood under changing environment.
