摘要
随着修订后的《环境保护法》的颁布、《畜禽规模养殖污染防治条例》的实施以及"水十条""大气十条""土十条"的印发,新形势对畜禽养殖环境保护提出了更为具体的要求,畜禽养殖禁养区划定成为加强畜禽养殖污染防治和优化调整畜禽养殖布局的重要手段。在遵循国家及省相关技术指南和法规政策前提下,结合大庆实际,阐述划定畜禽养殖禁养区的必要性、法律依据、技术流程及划定成果,为各地区划定和管理畜禽养殖禁养区提供参考,以减少不合理划定畜禽禁养区范围的现象。
With the revision publishment of the Environmental Protection Law, the implementation of Ordinance of Scale Cultivation and Pollution Prevention and Treatment for Livestock and Poultry, the issuance of ten plans of water, gas and oil, the livestock and poultry breeding environmental protection put forward more specific requirements, delimited ban area on raising livestock and poultry as an important measure which strengthen the pollution control of livestock breeding industry, optimization and revision the layout of livestock. Under the national and provincial related technical guidelines and regulatory policy guidance, combined with Daqing, introduced the necessity, legal basis, technical process, and results of setting breeding ban area, in order to provide the reference for setting and administration of breeding ban area, and avoid expanding or shrinking the scope of breeding ban area.
