摘要
当前政府治理的变革是在网络社会的背景下发生的,有着其发生的逻辑结构,它确定了政府治理变革的内容和路径。政府治理变革的逻辑起点是网络社会的技术变革,信息技术的广泛应用不断改变着整个社会。技术的变革导致交易成本降低,促使着组织内部和组织间关系发生变革。组织变革的实质是各种社会关系的改变,其中主要是各主体权力关系和功能定位的改变。政府治理是以各主体间关系为基础而进行互动产生的,也就是说,有什么样的现实性的主体间关系就有怎么样的政府治理。网络社会中各主体权力关系和功能定位的持续改变,必然导致政府治理变革,以适应内外变化,有效实施治理。这就是网络社会政府治理变革的逻辑结构。
At present, the governance reform occurs under the background of network society, and has its logical structure, which defines the content and path of governance reform. The logical starting point of governance reform is the technological change of network society, and the wide application of information technology has changed the whole society. The change of technology leads to the reduction of transaction cost, which leads to the change of inner-organizational and inter-organizational relations. The essence of organizational change is the change of various social relations. Among them, the change of the relationship of power and function is a major change. Government governance is based on the relationship between the main body and produced by interactive, in other words, the relationship between the reality of the subjects determines the way of governance. The continuous change of the relationship of power and function in the network society certainly leads to governance reform, in order to adapt to internal and external changes, and to implement effective governance. This is the logical structure of the governance reform of the network society.
