摘要
PPP模式在我国大力推广,但军民融合领域用之甚少。文章基于SWOT分析法研究军民融合发展态势,为了在军民融合发展中,发挥优势,把握机会,弥补劣势,消除威胁,引入PPP模式,并设计军民PPP模式合作方案。研究认为,将PPP合作模式运用到军民融合产业中,可以在促进军民深度融合的同时,整合社会资本,实现社会资源最优化。根据国防项目特征、资金需求等情况,以主题合作模式为前提,提出三种具体而深入的军民PPP合作模式:合作共建模式、合作完善模式和外包模式,为军民PPP合作模式的运用提供选择方案。
PPP （Public-Private Partnership） has been widely used in our country, but less in the area of Civil-Military Integration （CMI）. Based on the study of current development of CMI by SWOT, we introduce the PPP mode in the CMI for taking full advantages and chances, and making up the disadvantages and eliminating the threat. We have found from this research that it may improve the CMI, integrate the social capital, and achieve the optimum use of social resource. In accordance with the features of na-tional defense programs and the capital demands, we suggest three specific PPP modes for CMI： cooperative and joint construction mode, cooperation and improvement mode and outsourcing mode. These modes supply optional modes for improving the CMI.
