摘要
南阳河位于香溪河流域上游,丰富的水能资源为当地的经济社会发展作出了卓越的贡献。但受当时开发理念的限制,开发过程中未注重生态环境保护,造成部分河段引水式电站布置过密、未考虑生态基流的泄放措施等,给河流生态环境带来了负面影响。为在保护生态的基础上有序开发水能资源,促进可持续利用,湖北省结合鄂西生态文化旅游圈战略,按高效利用资源,修复河流生态,提高旅游品位的精品工程思路,开展了香溪河流域规划工作。
The Nanyang River is located in the upper reaches of the Xiangxi River Basin. Its rich water power resources have made outstanding contributions to the local economic and social development. But because it was limited by the development concept at that time, it did not pay attention to ecological and environmental protection in the development process, resulting diversion-type hydropower station layout is too close in some section of the river, and not taking into account the ecological basic flow of the discharge measures which has a negative impact to the river ecological environment. In order to orderly develop the water power resources on the basis of protecting the ecological resources and promote sustainable use, Hubei Province combined with the western Hubei eco-cultural tourism circle strategy, according to the efficient use of resources, repair the river ecology, improve the quality of tourism quality engineering ideas and carry out the Xiangxi River Basin planning work.
