摘要
成长型企业集团随着横向规模不断壮大和纵向产业链的不断延伸,始终会面临集团总部对下属企业的管控问题,在集团管控体系中,战略管控处在领导地位,是集团管控的最高层次,而人力资源管控连同生产经营管控、财务管控等作为集团管控的几大支柱,配合战略管控以实现集团的整体战略目标。人是企业发展最关键最能动的因素,人力资源管控成效直接影响到集团集中管控成效,合适的人力资源管控模式能与战略、财务、经营等管控发挥整体协同效应,实现成长型企业集团利益最大化、子公司利益均衡化。本文对成长型企业集团人力资源管控模式的选择和实现方式等进行研究,以期为成长型企业集团建立与发展阶段相适应的人力资源管控体系提供借鉴。
A group of developing enterprises always faces the problem of controlling subordinate enterprises, as the group develops in horizontal scale and vertical industrial chains. In the group control system, strategic control is at the highest level and the leadership position, while human resource, operation and financial controls are the main pillars of the group control system and work together with strategic control to achieve the group's overall strategic objective. The effectiveness of human resource control directly affects the overall performance of the group control, since employees are the most vital and mobile factor for the group. Appropriate mode of human resource control can coordinate with strategic, financial and operation controls to maximize the group interest and balance interests among different subordinate enterprises. The present article studies the mode choice and implementation of human resource control in order to give implications for the development of human resourcecontrol system that matches different phases of the group development.
