Based on the recognition and critiques on the nature of school education and the objectives model, Stenhouse chose the alternative-a process model to guide their curriculum development in the humanities curriculum reform. According to "the principles for the selection of worthwhile content and action structures", "principles of procedure" in teaching, rementioned the other two possibilities dismissed by Tyler" to develop the humani- ties curriculum in secondary-modern School. Other than Man: A course of Study'-'the cur- riculum based on thestructure of disciplines, The Humanities Curriculum Project developed into a kind of systematic action research that made controversial issues as their entry point under the guidance of his research team. In Stenhouse's opinion, the process model of cur- riculum development is more appropriate than the objectives model in the areas of curricu- lum which are centred on knowledge and understanding. It reflects a kind of general educa- tion value and a view of education quality based on the process, benefits the personal and professional development of teachers. But on the other hand, it brings practical difficulties of professional development, then it put forward the necessity of a kind of continuous profes- sional development based on critical inquiry in the classroom.
