摘要
社会结构在从单向度政府控制向多向度政社合作转变的过程中,居民自治内卷化趋势一直没有改变。传统的"行政化"视角已经无法解读这种现象,"主体性"视角能够顾及结构转换和个体特征,清晰地看到居民自治内卷化的根源和历程。居民自治内卷化源于居民主体性的缺失,具体表现为主体意愿、能力、动力和价值的缺失。破解内卷化的根本路径是赋权居民,通过赋权培育,激发和释放居民的主体性,核心是要把事务的决定权、行动权、评价权交给居民。不过,这需要制度化、结构化的多维赋权机制,包括制度赋权、组织赋权、社区赋权、团体赋权和自我赋权的综合运用。
Resident changed in the transition process directional government control to autonomy involution has not of social structure from the uni- the multi- directional coopera-tion between government and society. The traditional perspective of ＂ administration＂ has been unable to interpret this phenome- non, but the perspective of ＂subjectivity＂ can take into account structural transformation and individual characteristics, and can see clearly the source and history of resident autonomy involu- tion. Resident autonomy involution is rooted in the lack of sub- jectivity of residents, and the specific characteristics is the lack of wills, ability, motivation and value. The fundamental path to break involution is the empowerment of residents. Cultivating empowerment can stimulate and release the subjectivity of resi- dents. The core of cultivating empowerment is to transfer the right of decision, action and evaluation to the residents. Howev- er, this requires systematic, structured multi dimensional em- powerment mechanism, including institutional empowerment, or- ganizational empowerment, community empowerment, coalition empowerment and self-empowerment.
