摘要
20世纪90年代以来,美国为了解决公立学校中普遍存在的校园欺凌问题,在联邦政府的财政拨款与政策指导、州政府出台反欺凌法以及法院判例的共同作用下,反校园欺凌政策得以建立和完善。学区所辖公立学校的反欺凌政策一般包括欺凌的定义、报告、调查、处罚和补救等必要组件。积极干预型的反校园欺凌政策对美国校园欺凌问题的预防与解决起到了积极作用。中国校园欺凌治理要制定相应的法规与政策,明确学校的主体责任,建立起预防欺凌的长效机制。
Since the 1990s, stimulated by the federal government' funding and policy guide, the state government's anti-bullying law as well as some court precedents related to bullying, the public schools in America have gradually formulated and perfected their own anti-bullying policies for preventing and relieving the widespread school bullying. The schools' anti-bullying policies are generally composed of the following sections, the definitions, the reporting, the investigations, the sanctions and the remedies. The anti-bullying policies characterized by aggressive intervention play an active role in school bullying prevention and solution. As for bullying prevention in China, it is vital to formulate relevant laws and policies, make clear the schools' non-delegable duties and establish a long- term mechanism for bullying prevention.
