摘要
本文分析了现有常规武器装备作战试验标准体系存在的问题,在考虑了标准化对象与标准约束力、标准类别、与其他标准体系相关性等因素的基础上,首次提出了多维度的常规武器装备作战试验标准体系结构,对于解决现有武器装备试验工作中存在标准体系"乱"和标准水平"低"、标准管理"软"等问题,有助于推动常规武器装备作战试验标准研制,并能为试验策划、试验设计、试验准备、装备试用、装备测试和装备评估等常规武器装备作战试验鉴定工作提供质量管理依据。
This paper analyzes the problems of the current standards system for conventional weapon equipment operational test, puts forward a multidimensional structure of the standards system for the first time on basis of the factors including standards objects and binding force, category, and relevance to other standards system for solving the existing problems such as disordered standards system, low standards level and weak standards management, which is conducive to pushing the standards development for conventional weapon equipment operational test and providing a quality management basis for the conventional weapon equipment operational test and evaluation such as test plan, test design, test preparation, equipment operation, equipment test and equipment evaluation.
