京津冀金融协同发展的基础、前景与路径 被引量:2

摘要 京津冀金融资源的空间布局、金融资源的相对效率、超效率、全要素生产率以及金融业的产值、金融业的专业化程度与金融业产业梯度等金融资源的丰裕程度应该很好地契合于金融产业的发展状况,而这种契合与京津冀协同发展并不完全一致。由此可见,尽管京津冀金融协同发展有很好的政策支持,但京津冀金融协同发展的大环境尚未形成,各地资源优势、产业发展结构与分工定位的差距近期难以弥合,并且各地对其优势研判不够,难以形成合力,因此京津冀金融协同发展的前景并不乐观。对此,京津冀金融协同发展应进一步发挥政府推动作用,中央政府要在顶层设计的同时给市场发挥作用的空间,地方政府则需在研判优势的同时积极回应国家政策。 Based on the comparative study on the spatial distribution of financial resources, the relative efficiency, super-efficiency and total factor productivity of financial resources, and the output value, the degree of specialization and the industrial gradient of financial industry, this paper finds the financial resources of the three places are well matched with the development of the financial industry, and this fit is not exactly the same as the development of Beijing-Tianjin-Hebei. It can be seen that although the Beijing-Tianjin-Hebei financial cooperation has a very good policy support, but the Beijing-Tianjin-Hebei financial collaborative development environment has not yet formed, the advantages of resources, industrial development and division of labor positioning gap is difficult to close, and advantage is not enough to study, it is difficult to form a concerted effort, so the Beijing-Tianjin-Hebei financial development prospects are not optimistic. In this regard, this paper argues that the Beijing-Tianjin-Hebei cooperation should further promote the government's role, specifically from the central government and local governments at the two levels of Beijing-Tianjin-Hebei coordinated development path, that is, the central government to design the top of the market at the same time to play a role space, and local governments need to judge the advantages while actively responding to national policies.
