摘要
党的十八届三中全会作出全面深化改革的《决定》,明确提出研究制定实施渐进式延迟退休年龄政策,这是政府适时调整现行劳动保障政策,尤其是我国社会保险制度改革的前奏曲。在我国经济发展新常态下,面对劳动关系和职工队伍的深刻变化,要深化劳动保障政策和社会公共政策研究,科学评估经济社会发展中的环境变量,合理确定延迟法定退休年龄的前置性条件,科学确定渐进式延迟法定退休年龄的实施节点,加大各级劳动行政管理和劳动保障监察执法,广泛征求社会民意,有效凝聚共识,完善顶层制度设计,不断提高劳动法规政策的科学性、系统性和前瞻性,努力使我国改革成果更多更公平地惠及人民群众,实现公共政策调整动机和实施效果的有机统一。
The Third Plenary Session of the 18th Central Committee of the CPC came to the Decision to deepen the reform comprehensively and clearly pointed out that the Progressive Postponed Retirement Age Policy should be studied, formulated and carried out, which is the Government' s conduct to adjust the labor security policy in force in good time. In addition, it is particularly the prelude of the reform of social security system in China. Under the new normal of China's economic development, because of profound changes of labor relations and staff members, the study of the labor security policy and social public policy should be deepened, the environment variable in the process of social and economic development should be assessed scientifically, the front-end condition of the postponed retirement lawful age should be confirmed rationally, the meeting point of carrying out the postponed retirement lawful age progressively should be confirmed scientifically, the Labor Administrative Management and Labor Security Surveillance and Law Enforcement at different levels should be strengthened, the popular will should be asked broadly, the consensus should be built effectively, the top-level system design should be improved and the scientificalness, systematicness and perspectiveness of labor laws and policies should be enhanced constantly. As a result, the results of development would better benefit all the people in a fairer way, so as to realize the organic unification of the motivation and implementation effect of the public policy adjustment.
